We are seeking for :

a Data Collection Project Coordinator

based in Népal

 

Handicap International, created in 1982, is an association working in the field of international solidarity. Its goal is to fight disability, whether physical, mental or social. Handicap International develops disability-related programmes in 45 pays and, as a result of our participation in the International Campaign to ban Landmines, was co-laureate of the  Nobel Peace prize in 1997.

 

Country context and security

 

In Kathmandu and tourist places, security situation remain relatively safe for international staff. Occasional incidents (blockades, general strikes, demonstrations, riots) following from increasing political instability require vigilance and strict respect of security procedures and instructions. But daily life remain relatively safe and easy.

Life is relatively comfortable in Kathmandu. The Caste system is still very significant, leading to a relatively rigid social system. Therefore, strong intercultural capacities are required to adapt and positively grasp the context and relations. The Nepali population is generally extremely friendly, respectful, helpful and tolerant.

 

Context of the project

 

In 1996, the Communist Party of Nepal – Maoist (CPN-M), declared a people’s war against the Government of Nepal. This declaration plunged the country into a bloody civil war that has claimed around 13.000 lives to date. The conflict, initially contained to the rural areas of Nepal, has increasingly been brought to the capital of Kathmandu and many other districts.

Both parties to the conflict are reported to be using landmines and improvised explosive devices.  The Nepal Committee to Ban Landmines estimates that some 10,000 mines have been laid since the conflict began.

 

Duties

 

Objective of the project: Develop local capacities to provide effective landmine, UXOs and IED incidents information and surveillance system to stakeholders and communities in order to mitigate the risks and prevent casualties.

Under the HI Nepal Program Director’s responsibility, the project manager will be in charge of

1-      Coordinate the design and implementation of a specific Data Collection system on Mines/UXOs/IEDs, compatible with INSEC current system

2-      Built and strengthen INSEC capacities in term of specific data collection for mine action

3-      Analyse data of the collection and make internal and general recommendations for an appropriate Mine Action strategy in Nepal

4-      Publish the results (regular update of data on INSEC web site and final recommendation report)

5-      Establish an effective referral system

6-      Project management (human resources and financial management)

 

Working condition: The expatriate will may need to work on WE to follow INSEC rhythms and will be expected to travel regularly on the field

 

 

Professional skills required

Experience in running development projects (minimum 3 years of experience) in challenging context with security issues

Good knowledge in data collection, design of questionnaires and in data recording and analysing and if possible in mine action,

Proven professional experience in team management in multidisciplinary and multicultural contexts

Experience in training: Strong skills in developing training materials/curriculum and facilitating workshops

Experience in management and good ability to delegate

Experience in working with local or international NGOs, in networking, partnership, consensus and capacity building.

Knowledge and previous experience in using specific software used by the partner such as :  Oracle for the data collection system  and  MS Access for planning and monitoring) - Visual basic for the internet - Acrobat, Photoshop and Word for their publications

 

Languages

English essential (spoken and written) a publication document will be diffuse to stakeholders

French is an advantage

 

Anticipated length of mission: 7 months (up to September 2006)

 

Post to be filled: NEED to be in Nepal on 01 Feb 2006

 

Conditions: Voluntary or salaried status depending on experience
